Evolve + Avatar of the Resolute

If i have a Cloudfin Raptor in play that DOES NOT have a +1/+1 counter on it yet and I play avatar of the resolute. Will the evolve ability trigger first, then my avatar would have 1 +1/+1 counter placed on it or will it not?

My guess is the latter.

Avatar of the Resolute enters the battlefield with the counters, meaning it checks before it enters what creatures, if any, have +1/+1 counters in them. Once it enters, Cloudfin Raptor will trigger and get a +1/+1 counter but it will be too late to apply to the Avatar.

No. The Avatar's ability is a replacement effect that modifies how the Avatar enters the battlefield. Therefore, it only sees the creatures that have counters on them prior to Avatar entering and certainly prior to any ETB triggered abilities resolving.
