EDH house rule or actual rule?

I've been looking around at different decks and see people who talk about utilizing their commander as part of a infinite combo.

The most recent one has been Fallen Angel + Rooftop Storm + Thraximundar .

So would the rule (10) 10.Commanders begin the game in the Command Zone. While a Commander is in the command zone, it may be cast, subject to the normal timing restrictions for casting creatures. Its owner must pay 2 for each time it was previously cast from the command zone; this is an additional cost (from http://dragonhighlander.net/rules.php) be in effect of Thraximundar having to pay an additional cost or is that cost negated by the effect of Rooftop Storm?

The "mana cost" is specifically the symbols in the upper-right corner of a card. This is the only part of the total casting cost that Rooftop Storm, etc. will apply to. Any additional costs, including the "commander tax" from the rule you found, will still be applied. The people who think they have an infinite combo like the one you described are either leaving some other combo piece out of their explanation or misunderstanding how effects like Rooftop Storm work.
