Does X add 1 more to the coverted mana cost?

I'm telling my friend that it doesn't count as an extra 1 but he says that it does.If I have a card that cost X,G,G. it's converted mana cost is 1 so if I use a card like Uncage the Menagerie. I could search for Genesis Hydra and Hooded Hydra because they only cost 2 right?
The above answer is correct, and I'd also like to add that X does change the card's CMC while it's on the stack. If you cast Genesis Hydra with X=4, your opponent can't Spell Snare it, but they can Fatal Push it (without Revolt) once the Hydra resolves.

X in the mana cost counts as 0 everywhere except for the stack. So Genesis Hydra and Hooded Hydra both have a cmc of 2 while in your library.
