Does Warstorm surge go off before any creatures(or other spells) effects?

Lets say I have Olivia, Mobilized for War and Ogre Battledriver out along with Warstorm Surge. Would the creatures power be considered by surge before being altered by the other creatures?

I imagine that's probably the case but I figured I would check

If so, are there cards or combos to get the counters or increased power on the creature before its on the battlefield or instantly as it enters?

What FLATSO99 said is not entirely accurate.

Game actions happen one at a time. With the board state you described, when a creature enters the battlefield it triggers all three triggered abilities. Because you control all three abilities, you get to decide in what order they go on the stack. If you decide to put the Warstorm Surge on first it will resolve last (the stack resolves first in last out order) and the ability will take into account the pumps from Olivia and the Battledriver.

any time more than one ability would be put on the stack at the same time:
1. the active player puts all of theirs on the stack in the order that they choose.
. then the next player in turn order puts theirs on the stack in the order that they choose.
3. THen if there are any more players each gets a turn doing the same.
4. then everyone gets a chance to cast spells or activate abilities
5. THen the stack resolves from the last played spell or ability.

In this case (barring nothing else being on the stack:

You pick what order to put the abilities on the stack.
if you put the Warstorm Surge on the stack first it will include the buffs from the other two since they will resolve first.

This is due to the fact that Warstorm Surge uses the information as it resolves, or last know information if the creature is removed while the ability is on the stack.

9/22/2011 The creature that entered the battlefield deals damage equal to its current power to the targeted creature or player. If its no longer on the battlefield, its last known existence on the battlefield is checked to determine its power.
