Does upkeep happen before untap?

Say that I have a Kiln Fiend on the field, and I cast Distortion Strike. He gets the +3/+0 from having a spell cast, and another +1/+0 and unblockable when Distortion Strike resolves. The strike is then placed in exile so I can choose wether or not to rebound it later. I then attack with the Kiln Fiend, tapping him. This scenario also includes there being a Meekstone on the battlefield under my control.

During my next upkeep phase, if I rebound the Distortion Strike it will trigger Kiln Fiend ability making him power of 4, but does this / can this trigger be delayed until after the untap part of upkeep?

Basically what I'm asking is if I can get the benifit of Kiln Fiend's pump without the negative of him not being able to untap due to Meekstone.

The Untap step is the very first step in a turn, followed by the Upkeep and Draw steps. Untapping is not part of the Upkeep step!

You can't delay any triggers if they say "at the beginning of", but in this case you're in luck, as the order is just the way you need it to be.

Note that abilities that trigger during the untap step are technically delayed until the upkeep step, at which point they are put onto the stack along with the upkeep triggers.
