So I ran into a sticky situation with a Blasphemous Act + Boros Reckoner combo and I wanted to know if this line of play is legal:

Boardstate has 8 creatures between two players, so cost reduction puts Blasphemous Act at 1cmc.

I have a Spellstutter Sprite which is a Counterspell for the number of faeries I control.

Can Spellstutter Sprite counter Blasphemous Act due to cost reduction on the stack, or will it fizzle?

This will only work if you have a total of 9 or more faeries (including Spellstutter Sprite ), and it doesn't sound like you do in the description of your situation. The converted mana cost of a spell is only based on the mana symbols printed on the card (including the chosen value of any X if it's on the stack), and isn't affected by things that will increase or reduce the cost required to cast it. The CMC of Blasphemous Act is always 9.

Converted mana cost is the total of mana symbols printed in the upper right corner of the card (or along the left side of future sight frames). Cost reductions and additional costs do not change the CMC of a spell. Spellstutter Sprite 's ETB can not target Blasphemous Act unless you have 9 faries.
