Does the player on the play have an upkeep first turn?

So my opponent is on the play. during his first turn, does he have an upkeep, or is it skipped like the draw step? Asking this so I know if I can use Leyline of Anticipation to flash in 0 cost spells like Mox Opal before my opponent has a chance to play a land. Thanks in advance :)

yes, each turn's beginning sequence is the same. Just the draw step is skipped.

500.1. A turn consists of five phases, in this order: beginning, precombat main, combat, postcombat main, and ending. Each of these phases takes place every turn, even if nothing happens during the phase. The beginning, combat, and ending phases are further broken down into steps, which proceed in order.

103.7a In a two-player game, the player who plays first skips the draw step (see rule 504, Draw Step) of his or her first turn.
