Does Sword-Point Diplomacy count as drawing cards?

In my Maralen of the Mornsong edh deck, her ability limits people from drawing cards. With this, card advantage can only be gained through tutors such as Demonic Tutor. Could I use Sword-Point Diplomacy as a way to get cards in my hand, or does that count as drawing cards?

No, putting a card into your hand, even from your library, does not count as drawing unless the card specifically says "draw".
This is why Sylvan Library + Abundance works. By replacing all of your draws with Abundance, Sylvan Library sees that you drew 0 cards this turn, so there are no cards to choose from.

Sword-Point Diplomacy does not have the word "draw" on it. Therefore it does not draw cards.
