Does Rakdos, Lord of Riots reduce commander costs?

I'm pretty sure Rakdos, Lord of Riots reduces commander cost, but more specifically, does it also reduce the extra cost if my commander is returned to the command zone? Gatherer says it doesn't reduce additional costs, but I just wanted to make sure that doesn't count and is just a regular casting cost.

What ruling are you looking at that says it doesn't reduce additional costs? The closest I found, which says the opposite, is this:

10/1/2012 If there are additional costs to cast a creature spell, such as a kicker cost or a cost imposed by the rules of a Commander game, apply those increases before applying cost reductions.

You apply the command tax, which is an additional cost like any other, then apply the cost reduction from Rakdos, Lord of Riots. So yes, This ability can be used to avoid paying the extra cost, as implied by the ruling even calling out Commander games specifically.

Ah okay, I wasn't sure if "cost imposed by the rules of a Commander game" applied to the command tax or not, I'm somewhat new to the format and that rule was never needed to be discussed in games I played. That clears it up though, thanks.
