Does Plains or Scoured Barrens count as white permanents?

When playing Battle Brawler does Plains or Scoured Barrens count as white permanents to activate his effect?

Lands are permanents, they jsut don't have a color. So if another card targets "any permanent" (such as Destructor Dragon) then they could target lands

No, they don't. A card's color is determined by the mana symbols in its cost (lands don't have these), the color indicator on its type line (Dryad Arbor, Insectile Aberration Flip, etc.), and any effects specifically giving it a color (Painter's Servant, Distorting Lens, etc.). Lands are colorless under normal circumstances.
