Does pendalhaven work on a 1/1 creature that is being buffed by a lord?

If I have a 1/1 creature and it is being buffed by a lord like Elvish Archdruid can I use Pendelhaven

No. The buff from lords is a static effect. The effect is applied as long as the lord is on the field. With the lord on the field, there is no point in time where the other creature is a 1/1.
611.3b The effect applies at all times that the permanent generating it is on the battlefield or the object generating it is in the appropriate zone.<>/i>

It won't. Unless an effect specifically says it's talking about "base power and toughness", it's talking about total P/T. In your example the creature is a 2/2 and won't be a legal target for Pendelhaven. As of right now, the game doesn't have any effects that have you choose a target according to its base P/T, but there's nothing preventing that from being printed in the future.
