Does Narcet become a frog?

Opponent is declaring attack with Narset, Enlightened Master .

If I play Polymorphist's Jest as a responce after attacks are declared and turn Narset into a blue 1/1 frog, does Narset's ability still go off?

Additionally, can you stack this ability on top of opponents declaring attacks?

Declaring attackers is a turn-based action and doesn't use the stack. You don't get priority until after declarations are complete.

At this point, Narset, Enlightened Master 's ability has already triggered, and it exists independently of its source. You can't respond to a trigger event to remove the ability's source. You need to counter the ability itself.

Your last chance to preempt the ability is during the beginning of combat step, before the declare attackers step even begins.

Narset's ability does still go off. It is put onto the stack as a triggered ability when she is declared as an attacker. Regardless of what happens to her, the ability will still be on the stack and resolve normally.

If you see that Narset, Enlightened Master or another "on attack" trigger such as Sun Titan is on the battlefield and likely to attack and you have an answer make sure you opponent announces when they are moving to combat.

If they do not give you a chance to respond they have waved your priority, which they can't do, and it is at this point that you must act to prevent "on attack" triggers. You must pass priority back to them before they can move to combat. Once you have done so things happen as Epochalyptik described above.
