Does Hallowed Burial search all libraries for creature cards and put them on the bottom too?

Looks like most things I've read just assume it's only from the battlefield but the wording says all creatures. Does "all creatures" always only refer to active creatures because they're not creatures until in play, just creature cards?

If a card interacts with other cards in libraries, it will specify that it does in the card text. Effects that don't mention cards in libraries must have no effect on said cards. In addition, creatures in libraries are indeed considered "creature cards". To see the distinction, you can look at a card like Life's Finale that affects creatures in play and creature cards in a library. So in summary, Hallowed Burial only affects creatures on the battlefield. If it worked the other way, Wrath of Gods would constantly be destroying half of people's decks.

A "Creature" is something on the battlefield, usually a creature card or a token, but it could be other things like a Vehicle that's been crewed, turning it into a creature.

A "Creature Spell" is a spell on the stack, usually a creature card, but it could be something like a Zoetic Cavern cast with morph.

A "Creature Card" is exclusively a card that says creature in the type line and is in a zone other than the battlefield or stack (yes, I know I just called things on the battlefield or stack creature cards, but the game doesn't do that).

The game is very particular about this terminology, if it says to put all creatures on the bottom of their owners' libraries, it will only move things from the battlefield. If it says to exile a creature spell, it will only effect one on the stack. If it says to exile a creature card from a graveyard, it will only hit one it a graveyard (though it does make a point of saying the zone in that case).
