Does Gods Willing remove the effect from Icefall Regent?

Does Gods Willing remove the effect of tapping a creature and not untapping during untap step given by Icefall Regent?

Well, it doesn't remove it, but it shields your creature from it. Protection protects against any abilities that target the creature, causing them to fizzle. So if you cast Gods Willing naming protection from blue on your creature that's being targeted by Icefall Regent's ability, the ability will fizzle because that creature is no longer a legal target for that ability.

No, while it's similar to say an enchantment like Encase in Ice, which would fall off if you have the creature protection, it's not the same.

Protection gives a very specific suite of protections, which often gets shorthanded as DEBT. Damage, Enchanted/Equipped, Blocked, and Targeted. An Icefall Regent's ability currently keeping your creature tapped doesn't qualify as any of those.

Gods Willing cast in response to the ability of Icefall Regent going on the stack will prevent it from targeting your creature.

If the ability has already resolved, giving the creature protection from blue will not remove the effect.
