Does Ghostflame Sliver affect slivers in the deck

Ghostflame Sliver makes all slivers colorless, would i be able to run any sliver i wanted in a tiny leaders deck or does it only activate when its on the battlefield?
i thought as much but i was unsure and wanted to double cheek to make sure i wasn't missing out on what could have been a great card, thanks for that

Abilities on a permanent card only work while its on the battlefield, unless they specifically say they work in another zone or would only make sense in another zone (the last ability on Champion of Stray Souls, the cycling on Smoldering Crater, etc.).
Also, the deckbuilding restrictions for Commander and Tiny Leaders are based on something called "color identity", which is more than just color. Color identity takes into account all mana symbols and color indicator symbols printed on both sides of a card, and nothing can change a card's color identity.
