Does Drownyard Temple's ability count as playing a land?

I run an end game combo in one of my blue decks with Eon Hub, Glacial Chasm, and Vedalken Mastermind. I use the mastermind to return Glacial Chasm to my hand so I can attack, but when I replay it, I have to sacrifice a land. I stumbled across Drownyard Temple and feel it would pair well with Glacial Chasm. But I have two questions I need answered:

1: Does the ability of the temple count as playing a land for my turn since I'm using an ability of the land to return it to play tapped?

2: As long as I have the three mana, can I return the temple to the battlefield on another player's turn?

Putting a land into play using a spell or ability does not count as playing a land for turn. As long as an ability does not specify (like Bound by Moonsilver or Birthing Pod) you can activate it any time you could cast an instant. So you could return Drownyard Temple on an opponent's turn.

Yes. It is being put onto the battlefield via an effect, not one that was played.
