Does Dream Halls set x Mana costs to zero, or can I set it to whatever?

This card says it pays the costs of a card, period, but cards with x in their mana costs don't have X set to zero for CMC. Very confusing.

Whenever you use an alternate cost for casting a spell, if that alternate cost doesn't have a X in it, then X is 0 for the spell. If you cast an X costed spell (like Protean Hydra) by discarding another card using Dream Halls, X will be 0.

Dream Halls gives an alternative cost for casting a spell. X will be 0, here's the relevant rule:

107.3b. If a player is casting a spell that has an X in its mana cost, the value of X isnt defined by the text of that spell, and an effect lets that player cast that spell while paying neither its mana cost nor an alternative cost that includes X, then the only legal choice for X is 0. This doesnt apply to effects that only reduce a cost, even if they reduce it to zero. See rule 601, Casting Spells.
