Does Dormant Sliver Draw two cards with Arcades, the Strategist?

If I have an Arcades, the Strategist out and cast a Dormant Sliver, do the state- based actions permit me to draw two cards?

You draw two cards, but minor caveat: it's because of the interaction between static abilities and triggered abilities, not state-based actions.

Static abilities are always active (while on the battlefield), so as soon as Dormant Sliver enters the battlefield its static ability is active. There's no point at which it's on the battlefield, having just entered it, that its static ability isn't in effect.

Dormant Sliver has its own ETB trigger (as a result of its static ability) that reads "when this creature enters the battlefield, draw a card" which causes you to draw a card. Dormant Sliver has defender (also as the result of its own static ability) and satisfies Arcades's ETB trigger, causing you to draw a card.
