does a spell that reduces cost allow me to pay less for X and it be equal to 1 more than what I paid?

If I have a Ruby Medallion on the field and I want to cast Magmaquake for 4 damage can I pay 3 mana and it equal 4 because of the cost reduction from ruby medallion

When you cast a spell with in its mana cost or in an alternate cost you have chosen to pay, you announce the value of X as one of the first steps in the casting process. Costs are calculated and paid as the final step in the casting process, and the cost you pay for the spell is based on the value you declared for X.

Cost = [mana cost OR alternate cost] + [additional/increased costs] - [cost reductions]

X is not determined based on how much you pay for the spell.
