Does a commander do something from the command zone?

Does a commander do something from the command zone or do you need them to be on the battlefield to do something?
Example commanders:Meren of Clan Nel Toth (Does she get EXP counters in command zone?)
Rafiq of the Many (Does his exalted work from the command zone?)
Something else I forgot to mention earlier that's a small clarification. Meren doesn't get experience counters, you do as a player. So if you gain, say, 9 experience counters with Meren's ability and you gain control of another commander who deals with experience counters, they'll count for both. This also means that experience counters won't go away when Meren leaves the battlefield.

Abilities will only work while a permanent is on the battlefield unless otherwise specified. There are very few commanders who do things in the command zone or allow abilities to be used in the command zone, an example being Oloro, Ageless Ascetic.
