Do uncounterable counter spells work defensively?

Some counter spells, such as Dovin's Veto say that they cannot be countered. This works great for offensively countering a big card someone wants to play. However, counters are also useful for defending your own dangerous cards. If I were to cast a big spell and someone were to counter it, I could obviously counter the counter with a spell like Dovin's Veto. However, what if my opponent has another counter spell to use as well? Would Dovin's Veto preclude any future counters? Or could they simply ignore Dovin's Veto and target the original spell?

Assuming the original spell, say Shock, is still the stack, your opponent could Negate it.

Player 1 casts Shock. Player 2 casts Negate targeting Shock. Player 1 casts Dovin's Veto targeting P2's Negate. Player 2 responds with a second Negate targeting the Shock still on the stack.

The second Negate will resolve to counter the Shock, and Dovin's Veto would counter the first Negate.
