Do burn cards count as combat damage?

Could I cast Lightning Bolt and still deal damage if Fog has been played earlier in the turn?

Combat damage is the damage done by attacking and blocking creatures during the combat damage step equal to their power and Fog only affects that. Lightning Bolt is not combat damage and it would successfully deal damage through a Fog.

"Combat damage" is damage dealt by attacking and blocking creatures in the combat damage step as a turn based action. Damage from spells, abilities, and fight effects are not combat damage. So you would still be able to do damage from Lightning Bolt even after a Fog has resolved.
