Dimir House Guard has the text "Sacrifice a creature: regenerate Dimir House Guard" Does this mean I can only sacrifice a creature to him when he would be destroyed? Or that I can sacrifice any of my creatures to him at instant speed whenever I want and just letting the "regenerate" clause fizzle? Asking because I'm thinking about an interaction with Necrotic Ooze and having an altar on a stick works perfectly

You can activate the ability whenever you want.

When you regenerate something, you create an effect (people often call it a "regeneration shield") that says "the next time this would be destroyed this turn, instead remove all marked damage from it, tap it, and remove it from combat". An object can be regenerated at any time, regardless of whether or not it's about to be destroyed. The "shield" just waits around until there's an actual destruction event for it to replace (or until it wears off at the end of the turn)
