Bearer of the Heavens will, and you don't get to choose.

You have your terms confused a bit. These are two different types of abilities. Jalira, Master Polymorphist is an activated ability while Bearer of the Heavens is an actual triggered ability. Activated abilities always have a cost to activate, while triggered abilities always start with the words "when/whenever/at".

Activated abilities follow many of the same steps for casting a spell, the first of which is putting the object onto the stack so that it becomes the top-most object. A few steps after that you pay costs, which would include in this case sacrificing Bearer of the Heavens . His ability will trigger, and triggered abilities go on the stack the next time you would have priority. When you're done activating Jalira, you can put the Bearer trigger on the stack next, which will then resolve first.

Well The creatures don't all die until the next end step, so Jaralia would finish first because if you do it IN the end step, Bearer of Heavens doesn't finish for an entire turn.

And if you do it any other time, You still don't destroy Jalira, or the card she summons Immediately. The destruction happens at the beginning of the end step.

Whenever you do it, this won't work out the exact way you want it, since Bearer of the Heavens 's ability only sets up another trigger at the beginning of the next end step. It doesn't destroy anything when it resolves itself.

If you sac him and then make all of your permanents indestructable... say like with Boros Charm Eh? or maybe a Nissa'd Darksteel Citadel and then burn the board so you are up by 1 land and 1 creature? Possibilities are there, dunno if they are worth the hassle though.

I KNOW right. I am so sad. I think your best bet would be a god strategy where you play a trifecta of complimenting gods and maybe (probably RUG here so you can play the card and ramp into it since its so expensive) and that would give you access to counters and a pretty sound damage strategy once everything is gone (Big bad Keranos, God of Storms and those lighting bolts) Thassa, to scry into more lands and relevant cards, Purphoros to Hurt them as you rebuild, and Playing Cards like Courser of Kruphix , Sylvan Caryatid and Xenagos, The Reveler to build some quick mana or some quick creatures.
