Descendant's path and Garruk's horde

If you have both of these cards in play can you play the top card of your library without paying the cost since the card is already revealed? Or does it just not do anything.

The tl;dr is that they don't affect each other.
Together, they each do nothing that the cards don't do individually.

Descendants' Path , Garruk's Horde
Descendants' Path only does anything once per turn in your upkeep. The fact that the card is already revealed does not affect Descendants' Path at all.
Equally, this once-a-turn free cast is just once per turn. It only applies to the card revealed by Descendants' Path in your upkeep, not just any revealed cards.
