Cycling and Library of Leng

if you cycle a card, let's say Hieroglyphic Illumination, and you had Library of Leng out on the battlefield would you draw and you chose to put Hieroglyphic Illumination on top of your library would you draw Hieroglyphic Illumination or would you draw the card that was on top of your library before you cycled?
Magic Online has been bugged with Library of Leng for years and will let you cycle Hieroglyphic Illumination, place it on top of your library instead of discarding, then draw it back. SonicLink1622 is right as far as what's supposed to happen, but that's how it works currently online. I don't recommend doing that in a league match.

Cycling is a cost of an ability. Library of Leng won't work when you discard for a cost of a spell or ability.
