Cracking fetches and Serum Visions interactions

So I was playing a game and my opponent cast a Serum Visions. He drew his card, but before he scryed two, he cracked a fetchland. He essentially cracked the fetch in the middle of Serum Visions Can he do that?

NO.

If a spell or ability is in the process of resolving, no player has priority to cast spells and activate abilities.
