Council's Judgment and Phasing or Exile

This question is in regards to the interaction between the card Council's Judgment and the phasing ability, most notably from Vanishing .

If a creature phases out in response to judgment going on the stack, can it be the subject of the vote? Similarly, can players vote for an exiled AEtherling or Obzedat, Ghost Council ?

No.

Permanents that are phased out are treated as though they don't exist.

702.25b If a permanent phases out, its status changes to "phased out." Except for rules and effects that specifically mention phased-out permanents, a phased-out permanent is treated as though it does not exist. It can't affect or be affected by anything else in the game.

Cards in exile are not permanents. Permanents exist only on the battlefield. You can't vote for objects in other zones.

To add a further query Epochalytik,

Does that hold true for board wipes as well? Can creatures which are phased out be effected by a board wipe?

Please check the post dates before commenting. This thread is almost two years old.

Phased out permanents are treated as though they don't exist. Spells and abilities don't affect them unless they explicitly affect phased out permanents.
