Could you cast Warping Wail for free if you have two Voracious Reader  Flips in play?

Warping Wail is an instant that costs 2 mana, one of which must be colourless. Can that colourless be paid for by colourless cost reduction like from Voracious Reader  Flip?

No. Voracious Reader  Flip doesn't reduce the cost by , it reduces it by . Generic and colorless mana used to be interchangeable, but now there's a clear distinction. Things like Sol Ring that add colorless mana have been errata'd to show the symbols instead of a number.

Just for clarity, generic and colorless mana were never interchangeable.

Until recently you could produce colorless mana (mana with no color), but nothing explicitly required colorless mana as a cost.

Similarly, generic mana could not be produced; rather, "generic" referred to a cost that could be paid with any kind (any color or colorless) of mana.

This distinction is still true, except there are now costs that do require colorless mana instead of just generic mana.
