If I cast Conduit of Ruin do I still get to search my library for a colorless Creature card with CMC 7 or greater, if it is Countered by something like Cancel?

Yes. Casting Conduit of Ruin puts the effect on the stack on top of Conduit of Ruin. Once an effect is on the stack, it exists independent from its source. So even if it is countered, you may search your library (unless the ability itself gets counterd by Stifle and its ilk).
