commander question

lets say i use Tasigur, the Golden Fang in my deck if im running only a blue and black deck

You can't run Tasigur in a commander deck that has a commander that is only blue and black. You can, however, use Tasigur as your commander and run a deck that has blue and black cards.

Tasigur's color identity includes the colors of his activated ability (green and blue).
