Commander and library

Can I have a copy of my commander (ex: Izoni, Thousand-Eyed) in both my command zone and library?

No. With the exception of basic lands and cards whose text specifically contract it (like Shadowborn Apostle), you may not have more 1 copy of any card in Commander. Despite being in 2 different zones at the beginning of the game, your deck has to be comprised of 100 cards exactly - the 99 card library and the commander.

or 98 card library and 2 partner cards as commander

But not the same two partner cards (no double copies of Ravos, Soultender as your commander).
