Circu, Dimir Lobotomist :which will go on stack first?

I'm thinking this card as an ideal for EDH control deck, but which will go the the stack first-the cast's spell effect on the stack or the Removing card ability by Circu, Dimir Lobotomist ???

scenario:A> i cast Glimpse the Unthinkable do that player first puts the top ten cards of his or her library into his or her graveyard and then i removed the top 2 cards of his or her library from the game?? or it will go the way, that After i removed the top 2 cards of that players library from the game?

additional scenario: B> i countered a creature spell of my opponent using Memory Lapse now the countered spell are placed on the top of that's owner's library and then i removed the top card of his or her library??

am i doing it right???

A spell is "cast" when you put it onto the stack. Circu, Dimir Lobotomist sees this and triggers appropriately. This trigger (or triggers, if a multicolor black and blue spell was cast) goes on the stack on top of the spell. Since the stack resolves "Last-in, first-out," Circu's ability will resolve first.

If you cast Glimpse the Unthinkable , Circu will exile two cards and then the player will mill ten.

If you cast Memory Lapse , Circu will exile one card and then Memory Lapse will put the targeted spell on top of its owner's library. You won't be able to use Circu to exile the Lapse'd card without casting additional spells.

Circu, Dimir Lobotomist when you cast a blue/black spell. The first step of casting a spell is putting the spell on the stack, then choosing a target, paying costs, etc. Only when you complete all the steps of casting the spell will Circu, Dimir Lobotomist trigger; by that time the spell is of course already on the stack. The triggers will go on top of the Glimpse the Unthinkable .

In your other scenario, the trigger will go on the stack immediately after you cast Memory Lapse . So the stack will look like this, in descending order:

(circu trigger) - Memory Lapse - (countered spell)

The trigger will of course resolve before the Memory Lapse , and won't end up milling the original countered spell.
