Circle of Protection and hexproof

I know it may sound like a stupid question but does a circle of protection like Circle of Protection: Red targets? because the text is a little confusing because it makes it sound that i name a source instead of targetting it, so could i choose a source with hexproof?

Things only target if they use the word "target"

You can choose things with Hexproof, Shroud, Protection from White, you name it.

If it doesn't specifally say "target", then it doesn't for the exact same reason the Profilerate mechanic works against anything & everything, Hexproof or otherwise..
