Can you win with 4 Biovisionary out and no library?

If I had 4 Biovisionary out to play but had no cards in my library would I still win?

Yes. The state based action makes you lose for trying to draw from an empty library and not any other time. If you have 4 at the end of your turn then you win and it doesn't matter how many cards are in your library at the time.

Typically, yes. The exceptions being if any of them entered during the upkeep or if you were forced to draw before the next end step. Remember, you don't lose for HAVING an empty library, you lose for DRAWING from an empty library.
