Can you use tap spells in response to attackers

Hey guys, I was wondering if there was a time during the declare attackers phase (on opponents turn) where you could tap a creature with Grip of the Roil so it is no longer attacking, of if you could do this in response to declaring attackers?

When the active player passes priority to go from the start of combat step to the declare attackers step. This will make it tapped down so that it cannot attack. If you wait to see which creatures are attacking, it will be too late to stop them from attacking, but you can still cast Grip of the Roil to tap down a vigilance creature so it can't block on your turn, or just to draw a card.
