can you Shunt an Oblivion Ring ?

OK so Oblivion Ring targets once it enters the battle field and therefore it isn't a spell that targets it's a permanent that targets so does Shunt apply to it seeing as it is a spell at one point and it targets at some stage?

You kind of answered your own question. Oblivion Ring doesn't target while it's a spell, and its ETB ability that targets is an ability, not a spell. Shunt doesn't interact with Oblivion ring.

but it targets as you cast I would have thought or as it enters the battlefield different? is was told something of the sort concerning Emrakul, the Aeons Torn

No, the only kind of permanent spell that has a target is an Aura, and Oblivion Ring is just a regular Enchantment. As it says, it has a triggered ability (starts with "when/whenever/at") that triggers when it enters the battlefield. At that point it's not a spell anymore (a card can only be a spell while it's on the stack), but a permanent. This is why Emrakul can be targeted with Oblivion Ring. The thing doing the targeting is an ability from a permanent, not a spell.
