Can you immediately activate abilities that dont require a card to tap, or activate them during your opponents turn?

This question came up today when my group and I were playing Commander. My one friend was running the Invent Superiority deck, I was running Breed Lethality, and my other friend was running his own Sliver/Superfriends deck. We were debating whether or not Breya could use her ability as soon as she entered the battlefield or during an opponents turn. We quickly checked and ruled that she could, but the rulings we found were a bit unclear! Thank you for your help!

She can. Summoning sickness only applies to attacking and activating abilities. All other abilities, even ones that require tapping like Azami, Lady of Scrolls, can be activated as soon as they hit the battlefield. They can also be used any time you have priority (and the ability has a target if required), unless the ability has timing requirements (like Birthing Pod). What was unclear about the ruling you'd found?

Also note that summoning sickness also applies to abilities with in their cost.

Well they only spoke about tap abilities and didn't mention anything about Abilities that only require a mana cost! That's why we ruled it as we did. Thanks for the clarification!
