Can you get experience no matter where the commander is.

Here's what's going on. I got Ezuri, Claw of Progress from the new commander but the wording of his effect confuses me. If he's just chilling in my command zone when I start a game and I play Coiling Oracle would I get an experience counter. or does [[ezuri claw of progress need to be on the field in order for his experience counter gaining effect work?

A creature's abilities have no effect if that creature is not on the field, unless the ability specifies so otherwise. Ezuri, Claw of Progress's ability does not provide an exception, so the creature must be on the field for the ability to trigger.

An example of a card that had effects in the command zone is Oloro, Ageless Ascetic where you will gain 2 life even if he's in the command zone. Keep in mind, his ability that lets you pay 1 to draw a card will not trigger because he is not on the battlefield.
