Can you cipher a card onto a card with protection from a color of the ciphered card?

I want to know if I can cipher Paranoid Delusions onto a card with protection from blue.

I would also like to know if a card that has Paranoid Delusions ciphered onto it would somehow unstick Paranoid Delusions if it gained protection from blue.

Yes, you can. Protection prevents a card from being targeted, enchanted or equipped, blocked or damaged by anything with the attribute being protected from. The cipher ability doesn't target the creature that it encodes on (which you can tell because it doesn't use the specific word "target") nor does it enchant or equip it (and it's obviously not blocking or damaging it) so nothing about protection prevents a card being encoded.
