Can Spell Queller hit Cyc rift?

Can Spell Queller hit an overloaded Cyclonic rift, or is it's cmc considered to be 7 when overloaded?

Remember that you can use double brackets to link cards.

becomes Spell Queller and Cyclonic Rift

To answer your question, yes Spell Queller can hit Cyclonic Rift if your opponent pays the Overload cost. The CMC of a card is equal to the mana cost in the top right hand corner. An Overload cost is simply an alternative cost you can pay to cast the card (which usually adds some effect), but it does not change the CMC of the card.

Therefore, Cyclonic Rift is considered have a CMC of 2 regardless of whether you cast it for its mana cost or the Overload cost.

When Spell Queller leaves the battlefield, you would have to cast Cyclonic Rift for its regular cost, right?

When Spell Queller leaves, it allows the player who controlled Cyclonic Rift to cast it without paying its mana cost. This effect apply to the basic card. You cannot alternatively pay its Overload cost while another card is allowing you to alternatively pay nothing to cast it.

So, an spell that has an Overload alternative cost does not have that option available when it is being cast for free.
