Can Spawnsire of Ulamog cast cards outside of your commanders color identity?

I'm playing Jhoira, Weatherlight Captain , and wondered if I am able to use Spawnsire of Ulamog to cast say World Breaker . Am I able to because It's outside of the game or does commander color identity rules restrict that somehow? I don't know the rulings on that.

There is an official rule for this (#13 under the "Play" section here): Abilities which refer to other cards owned outside the game (Wishes, Spawnsire, Research, Ring of Ma'ruf) do not function in Commander without prior agreement on their scope from the playgroup.
So you need to talk that through with your playgroup beforehand.

Commander/EDH is a casual format, so per Spawnsire of Ulamog's rulings, the cards would come from your personal collection. As for color identity restrictions on this, there isn't an official ruling from the rules committee, it seems. In this case, it would be up to your playgroup.
