It is an ability that targets a creature you control, so yes Siren Stormtamer can counter it.

Siren Stormtamer doesn't have flash so no you can't cast (play) it in response to anything.

If you're asking whether or not the player with the Hostage Taker can sacrifice their own Siren Stormtamer targeting the first Siren Stormtamer's ability, no, you can't. If that's not what you're asking, Gidgetimer is correct.
