Yes. Here's how it works:
You sac Mogg Fanatic. Then the game looks for any triggers for a this event. Then all triggers are put on the stack ON TOP OF the activated ability. Then players get priority, stuff resolves, and all that's left is a 2/2 Scavenger Drake with one damage marked on it.
