Can I use the "Strands of Undeath" activated ability (one black to regenerate) on a creature I own but that an opponent controls?

It's Xantcha.

An opponent automatically gains control of her when she gets cast. I would like to cast Strands of Undeath on her and regenerate her when she'd get used to block something that would kill her or when she gets blocked by something big, etc.

The enchantment doesn't say "enchant creature you control" in this case, so I think I could enchant my opponent's creatures. I'd think I would still be the enchantment's controller, so I should be able to activate it. Could Xantcha's controller also activate it?

Yes, you're allowed to do that. Because Strands of Undeath doesn't specify "creature you control", that means it can enchant any creature. Also, you're the only one who's allowed to activate the regeneration ability, since it's an ability of Strands and you're the one who controls it.
