Can I use the -3 on Jace, the Living Guildpact to return a card from a graveyard to someone's hand?

I told my friend that you can but he disagrees with me me can you help us determine who is right.

A permanent is an object on the battlefield, in all other zones they would be referred to as cards.
Therefore Jace, the Living Guildpact's -3 can't return a card from the Graveyard.
