Can i use Rebuff the Wicked to counter a counterspell like Mana Leak or Counterspell?

If I play a Baneslayer Angel, my opponent plays Counterspell to counter it, can I play Rebuff the Wicked to counter her/his Counterspell??

No. Spells on the stack are not permanents. Permanent cards are only permanents on the battlefield. Rebuff the Wicked can't counter a Counterspell, because it targets a spell, not a permanent, even if the spell is a permanent spell.
