Can I use Painter's Servant to Glittering Wish a monocolored card?

So, if I use Painter's Servant and choose the color White, can I use Glittering Wish to grab Inquisition of Kozilek, for example?

I do not think Painter's Servant will permit this line of action, on the Gatherer page for it, there is a ruling stating that Painter's Servant influences all cards in all zones, but makes no mention of cards that are "Outside the game", and I believe "Outside of the game" and the "exile zone" are different things altogether.

No, when it says "all cards that aren't in play" it means cards in a game zone besides the stack (cards on the stack are spells) or the battlefield (cards on the battlefield are permanents). It does not refer to cards that are outside of the game, where wish spells pull cards from.

Cards can't interact with things outside the game unless they specifically say otherwise (like Glittering Wish). Painter's Servant only affects objects that are actually in the game.

From the Comprehensive Rules:
400.10c Cards outside the game can't be affected by spells or abilities, except for characteristic-defining abilities printed on them (see rule 604.3) and spells and abilities that allow those cards to be brought into the game.
