can i use Madness from my own discards?

If i'm discarding a card to play Tormenting Voice and i discard Basking Rootwalla, can i cast the rootwalla for its madness cost?

As you are discarding the Rootwalla, you can cast it for its Madness cost, yes.

Madness doesn't specify that you must discard the card due to a certain effect.

See Loxodon Smiter for an example of wording that does care about the reason for discard.
