Can I use 1 action of activated ability

Can I discard a card without sacrifice Insolent Neonate

No. To activate an activated ability, you must pay all costs of that ability. The costs appear before the colon. (cost: effect.)

In addition, once the ability resolves, all of its effects happen in the order they are stated. Players can't take actions in between.

MTGO can have bugs.

If that's really what MtGO allowed you to do then you need to file a bug report. That isn't how the game works. Either you pay the full cost and activate the ability or you do nothing at all.

  1. You must pay all costs if you want to activate the ability.
  2. All effects that do not contain "may" must happen.
